Ashe, Lulu and Xin Zhao are the latest champions to join the Cosmic skin line and they look pretty fancy.

The Cosmic skin line always perfectly blended a regal look with that of a space alien or a god of the stars. The other champions in this skin line are Cosmic Reaver Kassadin, Cosmic Blade Master Yi, Cosmic Dawn Rakan and Cosmic Dusk Xayah.
Cosmic Queen Ashe

This is Ashe’s first skin since September 2017, when she got the Championship skin for the year. Since esports skins “don’t count” towards skin lines, her last skin before that was PROJECT in August 2016.
Cosmic Enchantress Lulu

Lulu’s last skin was Star Guardian in October 2016.
Cosmic Defender Xin Zhao

Xin Zhao’s latest skin before this was Dragonslayer in March 2017.
These skins are part of the patch 8.16 Public Beta Environment cycle, so we should see them on PBE soon. They’ll move to live servers in a couple of weeks when the patch goes live.
