Yes, that’s Twisted Fate in a bowler cap and yes, that is Shen’s bare eyes for the first time.
The skins have all been tentatively priced at 1350 RP, which is expected given with how fancy all these skins are!

This is also Shen’s first skin since May 2013, when TPA Shen was released. He’s one of the many champions that people have been begging for a new skin for. I hope you’re happy, Shen mains.
The setting that the models are duking it out in looks completely new as well. According to a Rioter on Reddit, this isn’t a new game mode or anything like that. It’s simply a new setting made to show off the new skins.
