The Public Beta Environment has updated and brought Hextech Alistar to us, which is yes, a Hextech Crafting Exclusive skin.

The skin itself looks great, but you’ll only be getting it through either luckily rolling it out of a Hextech Chest or from handing over 10 Gemstones and trading for it. That being said, it’s going to be as rare as the past exclusive skins: Soulstealer Vayne, Dreadnova Darius, Lancer Zero Hecarim, and Hextech Annie and Kog’Maw.

Lucky for you, if you do end up rolling the skin, it will automatically unlock unless you already own it, thanks to the latest changes to the crafting system in Patch 8.5! No more blowing Orange Essence for that super-rare skin.

Just like the other Hextech skins, Alistar looks shiny in his blue and gold colors. This is one fancy cow.
The skin is available for testing on the PBE now and should be available come Patch 8.6.
