League of Legends patch 9.18: balance changes, skins, and other updates

Patch 9.18 is quiet, as we prepare for Worlds 2019, but there’s still some good stuff in here. Four new Star Guardian skins are dropping and Teamfight Tactics is getting some matching Little Legends to go with them. Teamfight Tactics is also getting big updates, despite our usual Summoner’s Rift balance changes being small. TFT is getting a new item drop system, as well as the addition of a new special item, Neeko’s Help.
