Toplane is in a weird place in the meta right now in that just about every type of champion is a fine choice to play there. However, Riot is making a couple changes to bring a few old favorites back to Solo Queue.
Camille
Passive - Adaptive Defenses
COOLDOWN :: 20/15/10 seconds >>> 16/13/10 seconds
Q - Precision Protocol
DELAYED SECOND HIT DAMAGE :: 180% >>> 200%
These changes should give Camille a bit more understandable game stages. Early on she was easy to poke after her passive was down which made getting to her mid-game power spike hard. Once she made it there, she only had a limited window before she fell off completely. This should help both of those issues without making her too overwhelming at any stage.
Jax
W - Empowered Strike
[NEW] BONUS RANGE :: If Jax uses Empowered Strike to empower a basic attack, it gains 50 extra range
It’s been a long time since we have seen Jax in the meta and it’s unlikely that this changes anything, but it’s a good first step for those who prefer lampposts to swords. Thanks to Jax’s — fairly out of date — kit he has a hard time in the faster modern era of League of Legends, with a bit more range his laning phase, and ability to trade, should be a little more comparable to that of his toplane opponents.

Rumble’s Flamespitter made him more than a little oppressive in lane and gave melee champions almost no way to deal with his pushing power and harassment. To counter some of these advantages, Riot is making the Flamespitter cost a lot more, but do a little more damage. Meanwhile, Rumble is getting a couple tweaks to both his Scrap Shield and Electro Harpoon to make up for anything lost on Flamespitter, putting him not too far from where he started.
